Where do I get a Mimic Chest and how do I summon it?

You can obtain a Mimic Chest Summon Key in the second line of rewards in the "Union of Triumph."
Once you have a Mimic Chest Summon Key, you can build the Chest on an empty tile on the Kingdom Map. The structure can be found in the Mimic Chest construction section.
