If you can't activate the Shield of peace, then it's due to one of these reasons:
 
  • You have reinforcements in your city.
  • You scored points in the ongoing "Clash for the Throne" tournament.
  • "No salvation" royal bonus is active.
  • You have an active restriction for the shield of peace that lasts 20 minutes.
